CIVILIZED / UNCIVILIZED???

Our society, considered civilized , comprises many entities who feel free to spit at any given time in any given space, be it on the side of the footpath, or corners of buildings, or right next to you. Every bus stand, street, alley, lift, corners of buildings is painted with the brown and white oral discharge, often tinted red by chewed up betel leaves.  It seems to these people, that it is a socially correct habit, to decide when and where to spit out. And those who have an issue, never really raise their voice. So, can these people still be called civilized?
